Parish councils will be formed in Wilmslow, Handforth and Styal, after councillors voted to go ahead with their plan.

A large majority at a full council meeting at Macclesfield Town Hall decided to make a legal order to form the three councils – labelled a strong local voice by supporters and an expensive unnecessary third tier of government by others.

Almost half – 2,144 out of 5,038 – of the people in Wilmslow who voted in a ballot earlier this year said they didn’t want a parish council at all.

This amounts to just 15pc of the electorate voting in favour of a parish council for Wilmslow.

Objectors have questioned CEC’s decision to go ahead based on a turnout of 27.48 per cent in the ballot.

Walter Bell, of Kings Road, Wilmslow, said: "With such a low turnout in favour of the proposal and the current dire economic straits of the country’s finances, I am totally against the formation of parish councils."

But councillors have said the turnout is reasonable for a local election and that all households had the opportunity to have their say.

Council leader Wesley Fitzgerald, told the meeting: "It’s a great relief that we have got this done.

"It was hard work and well done. My thanks go out for this."

The council tax each Band D household in Wilmslow will pay towards the new parish council is £23, giving the parish council a budget of £244,275.

In Handforth and Styal residents will pay £28 which gives the councils £85,000 and £8,200 a year to spend respectively.

The councils use this money to pay for a clerk, materials and rent and can put the tax up as they take on more services.

The wards will follow borough ward boundaries, except in the Wilmslow ward of Dean Row, part of which will be in the borough ward of Handforth to better reflect needs.

Wilmslow will have 15 councillors: Wilmslow West (five councillors), Lacey Green (two councillors), Dean Row (four councillors), Wilmslow East (four councillors).

Handforth will have seven councillors: Handforth West (three councillors), Handforth East (two councillors) and Handforth South (two councillors).

And Styal will have seven councillors.

Parish councillors will be elected on Cheshire East Council election day, May 5, 2011.
