Parking fines are just an easy cop-out

ACCORDING to the annual report from the National Parking Adjudication Service, parking fines have soared from 794,851 in 2000-1 to 3.58million in 2006 – a five-fold increase in six years, raising over £214million per annum.
During the same period, the average fine for driving without insurance has FALLEN from £203 to £169 (Office for Criminal Reform Statistics).
Given the level of inflation and the surge in insurance premiums, that has to be the bargain of the century.
Could it be that driving without insurance is considered a less serious offence than illegal parking?
Or is just a lot harder to collect money out of criminals who disregard motor insurance?
